Retransmission control in the resolver

well I do have a query...like
using dig we can send a same query for max 3 times (as per man dig)...isn't
this retransmission control implemented for caching server in bind9 (for
Linux platform)...coz caching server is also supposed to send the same query
to the main server if it cannot resolve locally....In bind9 I find that
caching server goes on sending the same query if it does not get the
reply....

please comment...
