No. @ refers to the origin of this zone file which in this case is read
from your named.conf. Something like:

zone "NSQEXAMPLE.COM"{

ns1-3 are nameservers for this domain, so there's no conflict.

AFAIK there's nothing at all wrong with making the nameserver listed in
the MNAME the same across all authoritative servers for the zone. It
should probably be the primary except in a multi-master configuration.
