TTL not decreasing on slave servers

If the name servers that are slaving the copy of this zone from the
master copy are also listed as name servers in the zone itself, then
BIND should be sending "NOTIFY"s to them, upon which they will update.
If the name servers are slaving their copies from the master copy, but
are not themselves listed as zone name servers, then you must list them
in an also-notify{} statement.
