DNS server to resolve out just one ip

Hi All,

Im trying to configure a primary DNS server.
The function of the server as the following:
Any one who requests any site, for example www.google.com or any other
thing, DNS will resolve it to the local ip address for the DNS server
[127.0.0.1] so i can send at first a welcome message.

Can this be done ?
