rndc is a utility used to control a nameserver daemon, and rndc.key is 
where the key that is used to encrypt rndc communications is expected to 
be found. If you don't care to use rndc, then you can disable that 
functionality by specifying "controls { };" in your named.conf. 
Otherwise, read the docs and see how to set up rndc properly.
