Notify / Transfer Delays

Hey all,

It seems as though BIND 9.3.x has created a delay in the notify to zone
transfer process.  I am not sure if this was intended, a bug, or
something I am missing.  Here is an example:

10-May-2005 13:10:44.277 client 63.210.174.72#2974: received notify for
zone 'domain.tld'
10-May-2005 13:10:59.291 transfer of 'domain.tld/IN' from
63.210.174.72#53: connected using 63.210.174.90#1687
10-May-2005 13:10:59.294 transfer of 'domain.tld/IN' from
63.210.174.72#53: end of transfer

The real domain has been replaced with 'domain.tld' to protect customer
information.  There is a 15 second delay between a notify and zone
transfer.  I also see many 'refresh in progress, refresh check queued'
messages.  These I understand because it actually told me it was
delaying things - although I'm not sure that's necessary either.  The
delay seems to be present on all domains at least coming from Win2K to
BIND... still testing other BIND to BIND transfers.  It also seems to
always be right around 15 seconds.  Any ideas?
