Any way to force order in referring to forwarders?

I'm running BIND 9.3, and I have a need to set up a specific zone to try
2 forwarders first, and if they fail to return a response, then go on to
the 3rd forwarder.

Currently, it sends the request out to all of the forwarders, and the
one with the shortest roundtrip time ends up being the one it uses.  I'd
like to set up some type of forwarder-priority list.  Is this possible?
