Free software can do the same. PowerDNS with the suitable backend
(geobackend, included with the official distribution, it has a very
detailed README) and the suitable database of IP<->location mappings
(for instance http://countries.nerd.dk/more.html).

Several "grassroot" projects use it, like Wikipedia uses it
(http://en.wikipedia.org/wiki/PowerDNS#PowerDNS_and_Wikimedia) or the
Blitzed IRC network.
