Force read from .jnl file

We use Bind 9.2.1 DNS that is configured to accept dynamic DNS updates
from a Windows Domain Controller.  The DC successfully created the .jnl
file in /var/named, but its been 2 days and the zone file has not been
generated yet.

Is there a way to force bind to read the .jnl file and generate the
text zone file?  I've tried restarting the named service, but that
didn't do anything.  I also tried "rndc stop" and restarting named and
that didn't do anything either.
