Is there something wrong with using access control lists, or ACLs?  I 
think that this will provide the same functionality as you are looking 
for.  Take a look at the BIND Administrator's Reference Manual (ARM) 
that comes with the BIND sources.  The "DNS & BIND" book also has 
information about this.
