Well, it's certainly true that _any_ attempt to look up TXT records 
at ns1.gs.astra.co.id [202.152.233.131] -- your sole nameserver for
that zone -- times out, while other requests, such as the ANY ones, are
(sluggishly) responded to.

That's so unlike anything anything that BIND would do that I suspect 
you have some sort of misbegotten firewall in the way that is stomping
on the TXT requests or the responses to them.

In your original posting you wrote

As (surprise!) lookups for TXT CHAOS VERSION.BIND also timeout, maybe you
could also let us know what version you are using.
