Nagative cache in bind question

I have question about nagative cahce of bind
 
I read RFC 2308 about Nagative cache . 
 
RFC wrote  Resolver can cache every respone If Nameserver dead or
unreachable
 
So my question is . so Bind can do that ? include servfail and anything
else?
 
I mean Thing that bind can be load by query like a retrying query
