rsh taking time when dns is running

The rshd wants to know your name so you can get a login under that
same name on the box.

Run wwhod 'the remote who daemon on' your workstation and the lookup
will be much faster.

Beware - rwho/rwhod is a security hole. Keep it isolated from the outside.
Check your /etc/hosts.equiv and the firewall.

This is not a Bind problem.
