Is Libeay32.dll same as the OpenSSL one?

Yes, it's a copy of a build of OpenSSL. Be careful not to mix versions
of that DLL, make sure it's in the same directory as named.

It may not be able to find the named.conf file. What does the
application event log show you? Try running it from the DOS prompt with
-g: named -g which will output the log info to the screen. That should
show you where it is failing. If it doesn't fail that way make sure that
the permissions on the etc directory where the data files are writable
by the process that is running named.
