resolving problem

I have 2 caching DNS servers.

When query a domain through dig command it takes a long time to resolving;
sometimes the Total query time exceed 12000 ms as shown below

I would like to note that we don't have a connection problem, or packet

Could anyone help to know the reason of this delay in resolving and how we
can reduce it to a few milliseconds?

# dig

; <<>> DiG 8.3 <<>>

;; res options: init recurs defnam dnsrch
