named process dying on rndc reconfig

I see that is listed as fixed in 9.4.x: I take it you are saying that the
same bug (likely?) exists in 9.3.x? If so, is the fix likely to get 
retrofitted there?

Wouldn't an INSIST failure have logged an error message?
