Not quite.  IANA is a US government contracted function that is 
performed by ICANN.  ICANN is trying to be "free" of its tie to the 
US Gov't.  IANA exists because the US government pays for it to 
exist.  ICANN doesn't control IANA, ICANN performs the role of IANA.
