SOA EXPIRE and dnsdoctor

since dnsreports has "left the building", i've just started looking at
dnsdoctor. for the domain i was looking at it indicated:

    * Adv: default registry policy

      The registry requieres the SOA fields to be inside a defined
      range: the 'expire' should be between 1W and 6W, the 'minimum'
      between 3M and 1W, the 'refresh' between 1H and 2D, and at last
      the 'retry' between 15M and 1D.

    * The expire value is 7W and should be between 1W and 6W.

and called this a "fatal error." (the zone i was looking up
was rdc-cdr.net, by the way. it has issues.)

rfc 1912 recommends 2-4 weeks for the SOA EXPIRE, but why is 7
weeks considered a "fatal error"? i spent some time with google,
the grasshopper book and some of the RFCs and couldn't find an
explicit maximum mandated anywhere. or is this just a quirk with
this particular tool?
