ACL for Forwarders

The forwarders option does not take an address match list (aka acl). It 
just specifies IP addresses (delimited and ending with a semicolon).

(Note that an acl is more than just an IP address, because it may have IP 
prefix (network), Key IDs, or other ACLs.)
