Zone Xfer Question

A zone transfer will only be done when the SOA serial number on the 
master increases.  I don't believe you when you say the slave performs a 
zone transfer when nothing has changed.

Are you sure you're not confusing a refresh with a zone transfer?  
Refresh includes the SOA query that checks whether the serial number has 
changed.
