BIND9 daemon is appending installed path while searching named.conf

	Well when the OS's come up with a generic solution which
	works with chroot'd daemons that are not running as root
	please let us know.  It's been over 10 years now and they
	havn't changed the model of wanting the pid files in /var/run
	and nowhere else.
