bind9.4.1-P1 prints log message time as GMT?

I have 2 boxes,
one running bind9.4.1-P1
one running bind9.4.2
 
When I run 9.4.1-P1 I get time stamps at GTM
When I run 9.4.2 I get timestamps adjusted to my local timezone
 
The 2 machines have the same named.conf file.
I don't see anything in the docs about an ability to set this parameter.
 
I also don't see anything in the release notes about it.
 
Is this a bug of 9.4.1-P1?
