Newbie : Change IP of NS to new IP failed

The problem is my Registrar's Partner insist that he have updated the new IP.
Desperate, I have my friend from other ISP helped me, he add my NS to
his record.
And this solved this (for good or temporary I don't know).
And now I'm trying to convince my Registrar's Partner to do something about it.
