Do you have any hosts that don't know their IP address when they boot (i.e.
DHCP is used)?
Before they know their identity, they use 0.0.0.0 (or :: if IPv6) until they
learn who they are.
For the lookup to occur, you must have something else that's watching the
network and seeing this.
