third dns server

We have been receiving complain by our client, during the primary DNS
servers are down that is ns1.xyz and ns2.xyz is down. And as per the
configuration at saudinic.net.sa (domain Registrar Company) we were
expecting that during the outage of primary name servers then ns3.abc will
handle all the requests behalf of them, but it won't. So please could you
advice us what could be the issue why it is not working as per
configuration.

 

 

 

Here is the actual domains which we are facing and issues, but Please not
that when ever am configuring manually ns2.cyberia.net.sa in my PC then all
the services (web,mail) are working fine

Server:  ns2.cyberia.net.sa

Address:  212.119.64.3

 

mot.gov.sa      nameserver = ns4.mot.gov.sa (down) 

mot.gov.sa      nameserver = ns2.cyberia.net.sa ( up and working)  

mot.gov.sa      nameserver = ns3.mot.gov.sa (down)

ns2.cyberia.net.sa      internet address = 212.119.64.3

ns4.mot.gov.sa  internet address = 212.119.69.222

ns3.mot.gov.sa  internet address = 212.119.69.221
