Class B Rev Zone?

is it possible to make a Class B net with one zone file?
I've configured it like this.

// reverse domains for cable modems
zone "" {
        type master;
        file "10.64.rev";

; Reverse  Domain 10.64
@        IN SOA (
           2009091705   ; serial number
            10800    ; refresh every 3 hours
            3600     ; retry after 1 hours
            691200   ; expire after 8 days

1.1       IN PTR
1.2       IN PTR
2.1       IN PTR

After restarting everything works as expected. But changing/adding an
PTR record, increasing the serial number and reload (killall -HUP
named) bind don't result in a reload of the zone... Is this because of
the Class B or did i make another mistake?
