You can answer an email this way.  I'm not sure if the list is open-post or not.. but if it is then you can get the posting address from there and send email to it.  If it isn't, then from that page you can subscribe to the list, and then send email to it.

Then you're probably looking for <https://lists.isc.org/mailman/listinfo/dhcp-users>.
