updating Bind made it slower

Why not try the latest version, really?  Pick a test host.  Install 9.8.1+.
Time it again.  Then let's talk.

When there are blog posts from ISC which essentially address this issue, it
would be good to at least try the suggested solution before complaining too
loudly.
