re-bind named to all interfaces

Indeed... enabling linux-caps works great, rndc reconfig now lets named bind to
new addresses/interfaces!

Thanks for the pointers and ideas. Also, sorry for the noise, as this was a
stupid layer 8 problem which I could/should have easily detected earlier.
