BIND ignores changes in zonefiles

Check to see if more than one copy of BIND is running.  Maybe the new one loaded the new serial but there was already a BIND running with the old.

Have you tried "rndc reload cs.uni-dortmund.de" to see if it will re-load the file from disk?
