on a host that is NOT a name server, then nothing at all will resolve,
anyway.  If it's 127.0.0.1 on a name server, then it will resolve from
its own data, of course.

Does the 11.in-addr.arpa domain point to your name server for your
13.11.in-addr.arpa and 12.11.in-addr.arpa domains?  13 in ns and 12 in
ns?

Did you remember to do a reload of your 'named'?  Sorry to ask such a
simple question, but it looks like you'd got everything else right.

Then again, since you re-typed them in to carefully conceal your secret
IP addresses, you may want to go back and check that the zone files do
in fact contain what you typed in.  ;-)
