9.11/dnstap on centos: fstrm

I'm trying to build 9.11-P1 on Centos 7 with dnstap enabled.  Configure
complains:

checking for library containing fstrm_iothr_init... no
configure: error: The fstrm library was not found. Please install fstrm!

yum knows nothing of fstrm

Google only finds centos fstrm on pkgs.org, which returns "error file
not found"

Configuring without dnstap for now...
