Is it necessary for named.conf in the chroot path and /etc path to be same

[root at denver named]# ls -ltrh /etc/named.conf
-rw-r-----. 1 root named 904 Jun 6 14:50 /etc/named.conf
[root at denver named]# ls -ltrh /var/named/chroot/etc/named.conf
-rwxr-xr-x. 1 root root 1.1K Jun 10 18:19 /var/named/chroot/etc/named.conf

I have 2 different named.conf in both the paths and when I am running the, service named restart, I see the named service starting from the chroot path. Is that correct?
