No. There's support for sending the option in "dig", but not in "named".

There is limited support for ECS in the 9.11 branch, which is still
under development, but you can download the alpha version: 9.11.0a1.
Or you can build it from the "master" branch of our public git repository
at source.isc.org.

9.11 will only support authoritative servers, not recursive. We
may add recursive support in a subsequent release.
