Your point is taken, I looked at a very old Redhat system, although I'll note that the pathnames under a chroot are not subject to the technical limitations you mentioned.

don't get me wrong but you are missing some years - /run is a important part of the system for a long time because it is a) tmpfs and b) available at early boot while /var maybe a later mounted filesystem
