I said if you have IPv6 them ... but to address your complaint about IPv6

Well if your cable provider supports DOCSIS 3.0 (and most do) then
they are capable of delivering IPv6 over the cable plant.  You
should be complaining to them.

There is nothing in the US in terms of regulation than prevents a
ISP delivering IPv6.

Static address are basically business.  Most ISP's don't offer
static or multiple addresses to their home customers so giving them
/48's does cut into a revenue stream.

ISP's can significantly reduce your costs by delivering IPv6 once
you start to need to NAT at the carrier level.

Except their customers can get IPv6 and lots of them have IPv6.

Not shipping with IPv6 also inceases their risk on the connections
not working from IPv6 only networks with transition tech to reach
IPv4 or from homes that are behind CGNs.  The home NAT usually
results in a single IPv4 address being presented to the world per
customer.  CGN and transition tech often present multiple IPv4
address which are shared between customers.
