Unable to build BIND 9.11.1 with dnstap support

When testing DNSTAP I use the following

PATH=$PATH:$HOME/opt/protobuf-c/bin:$HOME/opt/fstrm/bin ./configure --enable-dnstap --enable-developer --with-protobuf-c=$HOME/opt/protobuf-c/ --with-libfstrm=$HOME/opt/fstrm CFLAGS=-g
