dyndb regression: bind fails to build --without-dlopen

Email bind9-bugs at isc.org or click on the Contact link on the ISC
site which takes you to https://www.isc.org/contact-me/ and select
"BIND Bug Report" at "What can we help you with?".

Both end up in the bug tracking system.
