nlabels == name->labels

We've recently experienced this same problem on two separate servers
after updating them to 9.16.2

May 15 20:10:21 a named[31391]: general: name.c:1738: INSIST(nlabels ==
name->labels) failed
May 15 20:10:21 a named[31391]: general: exiting (due to assertion failure)
May 15 20:11:39 a systemd[1]: named-chroot.service: main process exited,
code=killed, status=6/ABRT
May 15 20:11:39 a systemd[1]: Unit named-chroot.service entered failed
state.

This is on CentOS 7.8.2003 in our cases.  We updated to that version on
April 28th across our cluster, so it wasn't immediate.  The first server
had a problem May 15th at 8:11 PM Pacific time, the second server May
18th at 1:39 AM Pacific time.
