9.16.22 - rndc reload not sending to secondaries.

Read up on NOTIFY. Secondaries poll the primary for changes based on SOA timers. NOTIFY informs the secondaries to poll earlier. Named uses the NS records to find the default set on machines to send NOTIFY messages to.
