I wonder if we're dancing around what upstream from ISC ships vs what 
distros create therefrom and ship.

I'll have to check my copies of the venerable BIND book to be sure, but 
I believe that it and just about every single tutorial that I've read 
about compiling and installing BIND in the last 25 years ended up with a 
db.local or root.hints file.

Maye the db.local / root.hints file came about as part of people 
following the directions.
