BIND doesn't listen to other loopback addresses

Note the phrase "...and supported by the operating system...". Linux
capabilities must also be enabled (i.e. not *disabled* at build time) for
BIND to be able to keep scanning as addresses come and go and interfaces go
up and down. This behaviour will be recorded in the log.
