Indeed there is not a log of actionable information. For now I would 
recommend upgrading to 9.20.7 which we just cut - pending release next 
week, but you can just grab sources from bind-9.20 branch now if you like.

As you can see in

we have fixed some race conditions, and I guess some of them might have 
really weird effects on surface.

For this reason I would start with an upgrade and then we can take it 
from there. That way we will not be chasing ghosts of already fixed bugs.
