BIND 9.21.21: Problem with dynamic libraries on NetBSD

Hi,
there has been previous conversation on this topic and Havard has helpfully
provided the working combination (I think).

This needs to be ultimately fixed somewhere in between meson-build
and NetBSD linker, but that should get you going, I guess.
