What is the consequence for 'error sending response: would block' log message

Hi,

We are observing this message on some of our BIND resolvers.
What exactly happens with the query response when this happens:
- is it silently dropped
- is it delayed until there's some free space in the send buffer (udp 
socket)
- something third
