Help with modzone/addzone scripting and Kea integration

Hi,

I'm trying to add glue to Kea to get it to do dynamic DNS updates to local RFC-1918 (unroutable) zones and split-horizon.

Is the issue with my configuration and/or scripting?  I'm trying to get some useful feedback on my operational experience with that PR.
