Deprecation notice for BIND 9.21/9.22+

BIND users,

In line with our deprecation policy, we are notifying the mailing list
about our intent to deprecate the file-based newzones (NZF) mechanism
in favor of newzones database (NZD).

This means that LMDB will be required dependency to compile BIND 9.
LMDB is ubiquitous library and this should not posed any significant
problem. Existing NZF configurations will be automatically converted
to NZD on the first start.
