Macos: cannot do recursive NS lookups

After recent updates on my Macos systems, bind can no longer do recursive
NS lookups.  dig returns SERVFAIL.  Any help would be much appreciated.

This is happening for different versions of bind and different Macos
versions.

Here are log entries from a Homebrew install of 9.20.22 on Darwin x86_64
24.6.0:
