Deprecation notice for BIND 9.21/9.22+

BIND users,

In line with our deprecation policy, we are notifying the mailing list
about our intent to deprecate building the project with OpenSSL 1.1.1.

This means that in the future, OpenSSL 3.0 or greater will be required
to build the project from source.

This does not affect maintained forks such as AWS-LC, LibreSSL, etc.
While not officially supported, these libraries are nonetheless tested
as best-effort.
