65536 IP's are enought to split a Domain in smaller parts ?

So if I create (for example) for evey city a zone like 

    strasbourg.michellekonzack.net

what about the revers file ?  Does this mean, I need to split 
the 65536 IP's in blocks of 256 IP's to admin it seperatly ?

Oh yes, in Marocco there is sometimes a problem with the IAM and 
some Cities are without Internet from time to time... So, having 
a smap PI/200 in each city as DNS keep the city-net working...

Specialy for the VoIP  :-)  which continue to work or local info 
Servers.
